You're looking at the Richmond Foot Bridge across the River Thames. The footbridge is on top of the structure controlling the half-tide weirs. (when the river level fall below half-tide, the river level above this point is controlled by the weir). After it's refit it was re-opened by the Duke of York in 1994.
